This is currently being investigated and will be fixed as soon as possible. Guidance for PlayStation players: 1⃣ On your console, go to Settings > System > Date and Time > Set Date and Time > Set Manually. 2⃣ Change the date to March 1, 2024. 3⃣ Once this change has been done, the game should function normally.

That reminds me of something I found in Pokémon Sword/Shield four years ago: on the 29th of February, the entire Wild Area will have foggy weather. The weather pattern is different for each day of the year (repeats each year), and is never that uniform for any other day AFAIK.
